The Negros Oriental II Electric Cooperative (NORECO II) has published a guide detailing four ways member-consumers can settle their electric bills, covering in-person payments, agent banks, direct bank deposits, and real-time digital channels such as GCash and Maya.
The cooperative said consumers should have their Statement of Account (SOA) or electric bill on hand before paying, as posting times vary depending on the channel used.
Net-Metering Consumers Warned to Pay Directly at NORECO II Offices
NORECO II issued a specific warning to consumers enrolled under net metering: they must pay directly at a NORECO II payment office or collection center so that their export credit is deducted before the payment is posted. Payments made through agent banks or direct deposits cannot trigger this deduction, and such payments may be treated as partial only.
Over-the-Counter Payment Locations and Hours
According to NORECO II, cash and checks payable to “Negros Oriental II Electric Cooperative” or “NORECO II” are accepted at its offices and collection centers. Hours differ by location:
- Dumaguete Main Office, Payment Section: Monday to Friday, 8:00 a.m. to 4:00 p.m.; closed Saturdays.
- Tanjay, Siaton, and Bayawan sub-offices: Monday to Friday and Saturdays, 8:00 a.m. to 4:00 p.m.
- Market Place Collection Center: Monday to Friday, 9:00 a.m. to 6:00 p.m.; Saturdays, 8:00 a.m. to 4:00 p.m.
- Collection centers in Pamplona, Amlan, San Jose, Sibulan, Valencia, Bacong, Dauin, Zamboanguita, Bonawon, Santa Catalina, and Basay: Monday to Friday, 8:00 a.m. to 3:00 p.m.; closed Saturdays.
The cooperative noted that schedules may change during holidays and special occasions, and advised consumers to pay only at authorized NORECO II payment locations.
Accredited Agent Banks Accept Walk-In Payments
Consumers may also pay over the counter at NORECO II’s partner banks. The cooperative listed the following accredited institutions:
- Asia United Bank — Dumaguete
- Bank of Commerce — Dumaguete
- EastWest Bank — Dumaguete
- Dumaguete City Development Bank — Dumaguete and Sibulan
- Metrobank — branches across Negros Oriental
- Philippine National Bank, Calindagan branch
- Security Bank — Dumaguete
- SG Bank — Dumaguete
- UnionBank — Dumaguete
NORECO II said payments made at agent banks take two to three working days to post to a consumer’s account.
Bank Deposit and Online Fund Transfer Require Proof of Payment
Consumers may deposit or transfer funds directly to any of NORECO II’s 14 authorized bank accounts, all held in Dumaguete City. Covered banks include Asia United Bank, Bank of Commerce, Bank of the Philippine Islands, Philippine National Bank, Dumaguete City Development Bank, RCBC, BDO (two branches), SG Bank, EastWest Bank, UnionBank, Metrobank, Security Bank, and Landbank.
For Landbank transfers, NORECO II specified that the full account name — Negros Oriental II Electric Cooperative — must be entered.
After paying, consumers must email proof of payment to noreco2onlinepayment@gmail.com, together with their NORECO II account name and account number. The cooperative said payments sent without these details may remain unidentified and unposted. Verification and posting take three to five working days, so the cooperative advised consumers to pay several working days before their due date.
Net-metering consumers using this channel must state in their email that their account is under net metering and attach their SOA or electric bill so the export credit can be applied before posting.
Real-Time Channels Post Faster but Cannot Be Reversed
NORECO II said payments through real-time channels are processed more quickly. Over-the-counter options include 7-Eleven, Cebuana Lhuillier, Palawan Express, and other ECPay payment centers. Online options include GCash, Maya, Lazada (which accepts debit and credit cards), Shopee, BPI QuickPay, PalawanPay, MariBank (formerly SeaBank), and the PHCCI Mobile App.
The cooperative warned that real-time payments cannot be cancelled, voided, or reversed once confirmed. It urged consumers to verify their account name, account number, and payment amount before proceeding, and to keep a screenshot or electronic copy of the transaction confirmation.
